Local Services Ads vs Google Search Ads: What Contractors Should Actually Buy

Two products, one budget. Here is the 2026 cost data, the badge change most articles missed, and the maths that picks the winner for your trade.

Local Services Ads vs Google Ads, in short

Local Services Ads charge per lead and sit at the top of the page. Search Ads charge per click and, in a May 2026 WebFX study, showed up much further down the page. Three published 2026 samples put blended LSA cost per lead between $53 and $70, against LocaliQ's $90.92 benchmark for home improvement search ads. LSAs are usually cheaper, with roofing as the exception, and are not available in South Africa.

The comparison most articles are still getting wrong

If you search "Google Guaranteed vs Google Ads" you will land on a page telling you that Local Services Ads carry a green Google Guaranteed checkmark backed by a money-back guarantee. That badge does not exist any more.

On 20 October 2025 Google retired three badges at once: Google Guaranteed, Google Screened, and License Verified by Google. A single Google Verified badge replaced all three, in Google's own words because it was "simplifying our advertiser badging by launching a single badge for all advertisers." Anyone already verified kept running and earned the new badge automatically, and Location3 confirms the date.

The money-back guarantee went with it. Google's help page states that it "will be discontinuing the Money Back Guarantee associated with the Google Guarantee badge," with final reimbursement requests limited to services booked before 7 December 2025. An article still selling you on consumer protection as an LSA advantage was written before that change, so its cost figures are probably the same vintage.

A second change is going almost uncovered. Google has begun moving Local Services Ads into Google Ads as Performance Max campaigns with pay-per-lead goals: August 2026 for select United States home and storefront service providers, late 2026 for broader advertiser groups, 2027 for non-US accounts and remaining categories.

How each one bills you

Local Services Ads bill you per lead. Google's documentation lists the events that count: the customer texts or emails you (United States and Canada), you get a voicemail, you answer and speak to them, you return a missed call, or they submit a booking request (also United States and Canada). No minimum call duration is published, so a short conversation is still a chargeable lead. Google also lists what should not be charged, including contact outside business hours, advice rather than a booking, a cancelled booking, price research, and a job you could not take.

Budgeting differs too. You set an average weekly budget rather than a daily one, and Google publishes the cap formula: weekly budget × 30.4 ÷ 7 is the most you can spend in a month. Bidding is Maximize Leads, which is automated and Google-recommended, or a manual maximum per lead that the Performance Max migration is deprecating.

Search Ads bill you per click, whatever happens after it. Somebody who bounces off your page in four seconds costs the same as somebody who fills in your form. It is the same argument, one level up, as pay per lead vs retainer: whoever carries the risk sets the price.

What each one costs in 2026

Most comparison articles cheat here, picking one national average and presenting it as the answer. Three published 2026 datasets disagree by roughly a third, and the disagreement is more useful than any single figure.

SearchLight Digital's February 2026 benchmark covers 888 home services contractors, 1,774 LSA campaigns and $6.72M in spend across 126,650 leads. 99Calls published a Q2 2026 sample of 4,459 leads and $258,867 in spend from 1 April to 30 June 2026. SearchLight's wider regional dataset (Q1 2026 plus May and June, 55,650 leads, $3.9M spend) puts the national LSA average at $70.

Two honest samples a quarter apart land on $53 and $58 blended. A third, over a wider period and a different sample frame, lands on $70. That spread is about 32% and none of the three is wrong, which tells you the national average is a weak planning input. Use it to sanity-check a quote. It is too coarse to build a budget on.

On the Search Ads side, LocaliQ's 2026 search advertising benchmarks, published 1 June 2026 and drawn from thousands of customer accounts, put Home and Home Improvement at $8.33 average cost per click, an 8.05% conversion rate and $90.92 average cost per lead. LocaliQ does not disclose its sample size, so treat it as large but unquantified. Its three figures also do not quite reconcile: $8.33 at an 8.05% conversion rate implies about $103 per lead, not $90.92. Treat the reported cost per lead as its own number. The trade where the answer flips

Comparison articles assume LSAs are always the cheaper option. In roofing, the published 2026 numbers say otherwise.

99Calls measured roofing LSA leads at $101.15 in Q2 2026, up from the mid-$60s the previous quarter. That is above LocaliQ's $90.92 search benchmark for home improvement, and the highest figure in the 99Calls table apart from remodelling ($103.99) and damage restoration ($211.07). Pressure washing sat at $33.03, landscaping at $29.05.

LSA pricing tracks the value of the job, so trades with the biggest tickets carry the highest lead prices. A drain clear and a full roof replacement are not the same purchase. Where they appear, and why Search Ads may not be your real competitor

WebFX ran a SERP study in May 2026, syndicated through Stacker in July: 100 United States home services keywords across five trades, each queried five times for 500 searches. The results: Local Services Ads appeared in 142 of 500 searches, roughly 28%, and held position one in all 142. The Local Pack appeared in 488 of 500, about 98%. Google Search Ads appeared in only 42 of 500, about 8%, with an average first position of 11.3. City-specific queries triggered LSAs at roughly 49% versus 25% for everything else.

One caveat. Scraped results under-trigger paid ads compared with a real logged-in user searching with real intent, so the 8% is directional rather than a true impression rate. What it tells you is that on home services queries, paid search makes up a small share of the page.

That reframes the budget question. For many of these searches the contest is Local Services Ads against the Local Pack, and the Local Pack charges nothing per lead. What you give up with Local Services Ads

Buying leads rather than clicks removes a lot of work, and it removes control in five specific places.

  • There is no landing page. The lead arrives as a call or message straight out of the ad unit, so you never explain your offer, show your work or pre-qualify anybody. Everything a good landing page would have done happens on the phone instead.
  • You compete on responsiveness and reviews. Google's published ranking factors run in order: your bid, then how likely you are to generate a lead, then profile quality. On the second it says outright that "missed calls may negatively affect your responsiveness." On the third it lists your rating, review count, average response time, image quality and the verification checks you have completed.
  • Google can turn you off. A published ranking factor is the "overall health and diversity of the Local Services Ads ecosystem," which is Google reserving the right to rotate you out so other providers get impressions. Nobody can promise you position one here, us included.
  • Credits are narrower than they look. Google's lead documentation says automatic lead credits are United States and Canada only, and that they are not available for health care verticals, tax specialists or advertisers in EMEA. The original charge still appears on your invoice either way.
  • The product changes under you. Badges consolidated in October 2025, the money-back guarantee ended, and manual bidding is being deprecated. Google warns that Local Services Ads performance reports will not transition into Google Ads, so download your history before you migrate.

Add it up and you are renting a lead flow rather than owning one. Rent it while the numbers work, and keep building a pipeline you own alongside whatever you rent.

What you give up with Search Ads

The honest version cuts the other way too.

Search leads cost more in most trades, and a click is not a lead. LocaliQ's 8.05% home improvement conversion rate is about twelve clicks per lead before your page has done anything clever. Halve that rate and you have doubled your cost per lead without touching your bids. Nothing about Local Services Ads punishes a weak website that hard.

There is also more to run: keywords, negatives, geographic targeting, ad copy, Quality Score, conversion tracking that actually fires, and a landing page built for one job. Any one of those stays wrong until somebody fixes it. That is what our Google Ads management exists to do, and it is genuinely more work than switching on an LSA profile.

What you buy with the effort is control: which searches you show for, which jobs you bid up, what the prospect reads before they call, and what data comes back. None of that is available inside Local Services Ads.

The arithmetic to run before you pick

Take an HVAC company. On SearchLight's February 2026 figures, LSA leads averaged $51 at a 44.0% book rate. On LocaliQ's 2026 benchmark, home improvement search leads averaged $90.92. Dividing either one by a book rate to get a cost per customer does not work: a booked appointment and a completed, invoiced job are different events, and the published numbers do not reconcile that way.

SearchLight publishes cost per paying customer directly: $233 blended on LSA in February 2026, against $472 blended on Google Ads in its January 2026 sample of 816 contractors and $14.9M in spend. Use those published figures rather than your own division.

That gap matters more than the one between $53 and $90.92, because it is measured where money changes hands, and your book rate is set by how you answer the phone rather than by Google.

One more layer if you are in Texas. SearchLight's Google Ads regional data (January to April 2026, 284,000 leads) puts Google Ads cost per lead at $135 in the Southwest, second only to the West at $154, against $89 in the Midwest. A Dallas–Fort Worth contractor buys search leads near the top of the national range, which is a live reason for anyone running HVAC marketing in DFW to start the paperwork this season.

Then run it with your own inputs. Take your average ticket, your gross margin and the share of leads that become paying jobs. Multiply ticket by margin, then by that share, and you have the most you can pay for a lead and still make money. If that ceiling sits below both benchmarks, the problem is your close rate, and neither channel fixes it.

The verification hurdle, and whether it is worth clearing

Google's United States screening documentation says the process takes 3–4 weeks on average after you submit your documents. Roofing, HVAC, plumbing and electrical all need business and owner background checks, general liability and professional liability insurance, state-level business and owner licences, and a public, verified Google Business Profile. HVAC, plumbing and electrical are classed as urgent categories and add background checks on the service professionals themselves.

Those checks cover identity and criminal history for owners and field workers plus company-level civil litigation history, and Google states that "the background check process doesn't involve a credit check or a credit pull." Select verticals also need a D-U-N-S number from Dun and Bradstreet, and your insurance certificate must be valid for at least 14 days after submission. Verification is not permanent either: Google says advertisers are regularly re-evaluated.

It is a real amount of admin, and it is the gate on a placement that held position one in every search where it appeared in the WebFX sample. Start verification now, run Search Ads while you wait, then decide the split on your own numbers. That is a different answer from "run both forever."

Who should pick which

Start with Local Services Ads if you are in an eligible United States category, you can clear licence, insurance and background checks, you have a public verified Google Business Profile with reviews on it, somebody answers the phone quickly, and your work is urgent and dispatch-driven with a ticket that clears a $40 to $60 lead comfortably. Service plumbing, electrical call-outs and HVAC repair fit cleanly.

Start with Search Ads if your work is quoted rather than dispatched, you need to choose which jobs you bid on, you are not in an LSA category or country, you cannot pass verification yet, or your trade is one where the published LSA cost per lead has drifted above the search benchmark. If you are in South Africa, this comparison does not apply

Google's availability page lists Local Services Ads in Austria, Belgium, Canada, France, Germany, Ireland, Italy, Spain, Switzerland, the United Kingdom and the United States. South Africa is not on that list, and no launch has been announced.
